    Commissioner: Sheridan Scott



    Canada's Commissioner of Competition is the head of the Competition Bureau. The Commissioner is responsible for the administration and enforcement of the Competition Act and three labelling statutes, the Consumer Packaging and Labelling Act , the Precious Metals Marking Act and the Textile Labelling Act .

    As Commissioner under the Competition Act , she can launch inquiries, intervene as a competition advocate before federal and provincial bodies, challenge civil and merger matters before the Competition Tribunal and make recommendations on criminal matters to the Attorney General of Canada.

    Before joining the Competition Bureau in January 2004, Ms. Scott was Chief Regulatory Officer of Bell Canada. She was responsible for overseeing all activities involving the CRTC, the Copyright Board and the Competition Bureau on behalf of Bell Canada, Bell Mobility and Bell ExpressVu. Ms. Scott previously served as Vice President - Office of the President and Vice President, Multimedia Law & Regulation at Bell Canada.

    From 1992 to 1994, Ms. Scott worked as Assistant Vice-President, Planning and Corporate Development and Vice-President of Planning and Regulatory Affairs at the Canadian Broadcasting Corporation. She was responsible for affiliate relations, regulatory matters, resource planning and audience research.

    From 1983 to 1992, she worked as Legal Counsel and Senior Legal Counsel at the Canadian Radio-television and Telecommunications Commission, where she was involved in major hearings on long distance competition, the regulation of cable rates and the renewal of pay and specialty licences. She was a part-time law professor at the University of Ottawa in 1990/1991 and at Carleton University in 1991/1992.

    Ms. Scott is a member of the Law Society of Upper Canada. She obtained a law degree from the University of Victoria in 1981, after which she served as Law Clerk to the Chief Justice of Canada, the Right Honourable Bora Laskin.

  • T.D. MACDONALD CHAIR OF INDUSTRIAL ECONOMICS

    Current Chair: Professor Timothy Brennan



    Professor Brennan has a Ph.D. in Economics and an M.A. in Mathematics from the University of Wisconsin at Madison. His research has focused on areas such as competition policy, economic regulation, telecommunications, electricity restructuring, law and economics, information policy and intellectual property. He has taught at George Washington University and served as an economist for the Antitrust Division of the U.S. Department of Justice. In 1996 and 1997, Professor Brennan was a member of the U.S. President’s Council of Economic Advisors, where he advised on regulation, industrial organization, and antitrust matters. From 2003 through 2005, he served as a staff consultant to the Bureau of Economics of the Federal Trade Commission. He currently teaches public policy and economics at the University of Maryland-Baltimore County.

    In 1990, the Competition Bureau created the T. D. MacDonald Chair in Industrial Economics, an advisory position to be filled by a visiting expert on competition policy and/or industrial organization. The holder of the Chair provides policy and economic advice on specific enforcement matters as well as broader policy areas such as case selection and enforcement practices. Some Chair holders have also been involved in training activities. Finally, the Chair holder is an active participant in the research activity of the Bureau, both by undertaking research him/herself and by supporting the research efforts of other Bureau members.

    The Chair is named for T. D. MacDonald, who as Director of Investigation and Research from 1950 to 1962 significantly raised the level of economic analysis in the Bureau's work.

    "This is to record the appreciation of the Department of Consumer and Corporate Affairs for the creative drive and spirit with which T.D. MacDonald contributed to the development of competition policy in Canada over four decades. The chair commemorates his role as one of the founders of modern competition law in Canada and, in particular, his insight into the importance of economics in this area."
